Statement on Leadership Transition and Organizational Review
ROCKVILLE, Md. — December 2, 2025 — The Montgomery County Volunteer Fire-Rescue Association (MCVFRA) is aware of recent media reports regarding its finances and internal reorganization. We want to provide clear information directly to our volunteers, partners, and the public.
MCVFRA is a 501(c)(4) nonprofit representing the County’s 19 local volunteer fire-rescue departments (LFRDs). These departments continue to deliver exceptional emergency services without interruption. The Association’s work is administrative and advocacy-focused and does not impact front-line emergency response. The organization remains fully operational and continues to carry out its responsibilities under County law.
Since midsummer, the Board and Finance Committee have been conducting a comprehensive review of the Association’s financial and administrative practices. That review identified several compliance and documentation issues that required correction. There is no evidence of misuse or criminal activity. The concerns involve accounting classifications and reimbursement timing, not missing funds.
The MCVFRA Board voted to eliminate the Executive Director position effective November 7 to streamline operations and reduce costs. At the November 10 membership meeting, the membership elected Russell Hartung as President and Doug Edwards as District 1 Representative.
MCVFRA has taken immediate corrective steps, including:
Strengthening financial controls and documentation processes.
Freezing spending that is not contractually obligated.
Working to reconcile Emergency Medical Services Transport (EMST) program accounts with the County.
Completing required federal SAFER grant documentation to ensure future reimbursements.
Aligning expenditures and staffing with essential mission functions.
The Association continues regular communication with County officials, Montgomery County Fire & Rescue Service leadership, and the 19 LFRDs to ensure transparency, stability, and continuity throughout this process.
As required by County law, MCVFRA is in active contract negotiations with the County. The Association looks forward to a collaborative process focused on sustaining and strengthening volunteer fire and rescue services across Montgomery County.
MCVFRA remains committed to accountability, responsible stewardship, and the volunteer tradition that supports public safety in every community we serve. The Association will continue to operate, support its member departments, and fulfill its obligations throughout this organizational review.
