MCVFRA Announces Leadership Transition and Continued Commitment to Volunteer Service

ROCKVILLE, Md. — November 11, 2025 — The Montgomery County Volunteer Fire-Rescue Association (MCVFRA) announces recent leadership transitions and continued focus on supporting volunteer fire and rescue service across the County.

On November 6, Buddy Sutton resigned as President of the Association. The Board subsequently voted to eliminate the Executive Director position effective November 7. At the membership meeting on November 10, the membership elected Russell Hartung to serve as President and Doug Edwards to serve as District 1 Representative.

President Hartung stated, “I appreciate the trust of the membership. Our volunteers serve this community every day, and we will continue to support that work with steady leadership and responsible administration.”

Volunteer service countywide continues without interruption. The Association remains in regular communication with Montgomery County Fire & Rescue Service leadership, the County’s 19 local fire-rescue departments, and other partners to maintain alignment and support for the volunteer mission.

The Association is also reviewing and updating internal administrative and financial practices to ensure clarity and continuity moving forward. This work is organizational in nature and does not affect front-line emergency response.

As required under Montgomery County law, the Association will begin the next contract negotiation cycle with the County in the coming term. Preparation for these discussions is underway, and the Association looks forward to constructive, good-faith engagement consistent with its responsibilities on behalf of the volunteer corporations.
